What to say instead of "To whom it may concern"
It is a confession that you did zero research and are blasting the same email to a list. Nothing kills cold-email credibility faster: it tells the reader they are one of thousands, the message is not for them specifically, and you could not be bothered to learn their name. Open rates and replies crater because the first line already failed the relevance test.

When to use it
Always find the name. If you truly cannot, address the role or team ('Hi Acme support team,') rather than the anonymous formula. 'Dear Ms. Chen,' only when you have the name and the context is formal. There is no scenario where 'To whom it may concern' is the strongest available open.
